Who We Are
The Kansas Real Estate Appraisal Board regulates real estate appraiser’s licenses, provides access to appraisers’ education resources and informs appraisers of industry news.
Board Members
The board consists of seven members appointed by the governor. At least one member of the board shall represent the general public, at least two shall represent financial institutions and at least three shall be real estate appraisers. Upon expiration of the terms of the first members appointed to the board and thereafter: (1) No real estate appraiser members of the board shall be eligible to serve unless such member is a state certified or licensed appraiser; and (2) at least one appraiser member shall be a certified general real property appraiser. Any member representing the general public shall not be affiliated with any financial institution or in the practice of real estate appraising.
Scott A. Brown, Gem – Appraiser Member
Mr. Brown graduated from Oklahoma Panhandle State University with a B.S. in Agri-Business in 1995. His appraisal career began in July 2002 as an appraiser trainee with Farm Credit of Western Kansas, ACA in Colby. Mr. Brown obtained his certified general appraiser certification in July 2005. In July 2008, he obtained the Accredited Rural Appraiser designation from ASFMRA. He currently holds licenses in Kansas, Nebraska, and Colorado. Mr. Brown has been married to his wife, Shanda, since 1996 and has 3 children. They live in Thomas County and continue to maintain a small cow-calf operation as well as other livestock.
Mr. Brown’s term will expire on June 30, 2023.
Beverly Easterwood – Appraiser Member
Ms. Easterwood is a Certified General Appraiser in the states of Kansas and Missouri, initially receiving her certification in 1991. Focusing on partial takings, in addition to commercial and residential appraisals, Ms. Easterwood provides forensic review appraisals and real estate consulting services such as relocation, market studies and rent comparability studies. She considers one of her most interesting career assignments to have been serving as a consultant to the Acquisition Team for the Kansas International Speedway Corporation.
Beverly is also a licensed Real Estate Agent in both Kansas and Missouri, and she received her BSBA Degree in Business Administration from Washington University in St. Louis, Missouri.
Beverly was the first female President of the National Society of Real Estate Appraisers, and has served on numerous volunteer boards in leadership positions.
Ms. Easterwoods term with expire June 30, 2023.
Trecia A. McDowell, CAE, MAI, SRA
Trecia McDowell has a broad experience in the field of real estate appraisal. She majored in Real Estate and Land Use Economics from Wichita State University, which led to a career in real estate appraisal. Thirty-six plus years later, she continues to remain passionate and committed to this profession. The first 29+ years were dedicated to fee appraisal of both commercial and residential real estate. The last 6-years have been spent as a commercial mass appraiser at the Sedgwick County Appraiser’s office. The experience with Sedgwick County Appraiser’s Office has allowed her to gain even more knowledge about valuing various types of commercial property. Designations earned include SRA and MAI with the Appraisal Institute (AI), along with the CAE Designation (equivalent to MAI for mass appraisal) from the International Association of Assessing Officers (IAAO). Over the years, Trecia has participated in many IAAO and AI committees, and will serve as upcoming president of the Greater Kansas Chapter of the AI. Trecia is married with two children.
Ms. McDowell’s term will expire on June 30, 2025.
Diosselyn Tot- Velasquez, Kansas City
Diosselyn was born in Guatemala, but has made Kansas City, Kansas her home. She came to the US at 6 years of age and began volunteering in her community at 12. She is a Kauffman Scholar, Sumner Academy graduate, and in 2017 she graduated from the University of Kansas with a degree in Applied Behavioral Science focus on Community Health & development.
Her community organization roots can be traced back to her time at Community Housing of Wyandotte County. She was one of the founders of the Art Squad. The Art Squad taught art classes on street corners, in the parks, and at the urban farm. The Art Squad also painted murals in alleyways and cleaned debris to make them safe for kids. They have painted over 50 murals in alleyways to abate gang graffiti urban core of Kansas City, Kansas. Her community engagement work has also included Greening and Entrepreneurial initiatives.
In 2018, Diosselyn joined El Centro, Inc. a non-profit organization, where she focused on integrated voter engagement (in Spanish & English), Citizenship, DACA, Preparemonos Clinics and Know Your Rights Workshops.
Nowadays, she continues to stay involved in her hometown and in state organizations. She sits on various boards in the Latino community, with a focus on the arts, voting rights, and affordable housing. She also continues her community engagement work with Urbanworks in Kansas City,
Kansas.Ms. Tot-Velasquez’s term will expire on June 20, 2023.
Michelle Fales, Lawrence – Bank/Financial Member
Michelle Fales is a Mortgage Originator at RCB Bank in Lawrence, Kansas. Prior she worked for the Office of the State Bank Commissioner and two banks in the Lawrence Community. Outside of work, Michelle assists with the planning of Taste of Lawrence, Festival of Trees, and Cottonwood’s Salute.
She loves to read, do crossword puzzles, and spend time with her husband, Leon, and her dog Hobbes. Michelle has a son, Adam, who is pursuing his PhD at University of Chicago.
Mrs. Fales term will expire on June 30, 2022.
Fred L. Samuelson, Wichita – Appraiser Member
Mr. Samuelson is the owner of The Appraisal Company in Wichita. He graduated from the University of Kansas and served an active duty tour with the Kansas Air National Guard prior to becoming a residential appraiser in 1974. He is a certified residential appraiser with an SRA designation from the American Institute of Real Estate Appraisers. Mr. Samuelson has served as president of the Appraisal Institute Greater Kansas Chapter; president of the Wichita Area Assoc. of Realtors; president of the South Central Kansas Multi List System; and a Kansas Assoc. of Realtors board member. He is a member of the National Assoc. of Realtors and the National Assoc. of Home Builders, and has been an expert witness in Kansas and Arkansas courts. He was given the Walter Morris Realtors of the Year award in 2005. Mr. Samuelson and his wife, Barbara, have two children and four grandchildren.
Mr. Samuelson’s term will expire on June 30, 2023.
Ernest J. Warren Jr. – Credit Union/Financial Member
Mr. Warren is the current Vice President of Real Estate Lending at Credit Union of America. He has over 23 years in financial lending experience in Home Equity, First Mortgage, Consumer and Retail lending. Mr. Warren was previously with Bank of America for 16 years, Wells Fargo for 2 years, and has been with Credit Union of America for 5 years. At Credit Union of America, Ernest has enjoyed a variety of roles consisting of AVP Real Estate and Chief Lending Officer. Ernest loves all things real estate related and has personal real estate investment properties he and his wife Jamie manage together.
Mr. Warrens term will expire June 30, 2022.
